Are you out of your mind? So only companies with money can file for bankruptcy? That is like a sign on a Doctors office saying "No sick people allowed"
The Trustee and the Bankruptcy Court costs are a liability of the bankrupt company's estate. If the initial Trustee retainment fee can not be paid up front then the Trustee becomes a first in line creditor against the bankrupt company's assets. if there is insufficient funds to pay from the assets then the taxpayers are saddled with the cost.
