ktbaja...Yes you are right there could be many reasons why this has happened and your right to point that out,the warrant issue could have a bearing..However until Simba let us know the reasons why or give some kind of response to it people will speculate...It cant be argued that historically this is not great news.From my understanding the fine is small but it another pr balls up at the very least especially when Simba should be maximising its exposure in a good way prior to drilling...
