The management have been buying ever since it was at only $0.04 and kept on buying at $0.05 and $0.06 and now they are buying a lot back at $0.08 even though the privatization offer price is at $0.09. They have a huge bid at $0.08, so that they can still buy the compnay back at cheap prices before they officially go private at $0.09.  Like you said it does seem like someone is keeping the prices low on purpose by buying and selling back and forth.  Not sure if the vote will do much considering that the managers own over 21% of the company and probably more now.
