Access to Information Act and this Report Just a thought about this document being release to parliament and how it pertains to Cdn laws and rights - I believe that under the Access to informaiton act Cdn citizerns have and will probably request this document once we are aware that it has been presented to cabinet.
Under this law there are strict rules on what can and cannot be accessed under this legislation - the Conservative government was very secretive in providing some of this information historically however the liberals have always vowed to be transparent in their approach and this is a situation of public interest that warrants transparency and does not fall under the many exemptions of; perosnal information, draft elgislation, matters of defence and public safety, intenrational affirs, matter sunder investogaiton, informaiton obtained in confidence or informaiton involving provincial-federal interaction (lossely interpretted here), privilidge, audit and the mmany more exemptions
There are 2 important facts about this report
1) It is "recommendations" and not considered "draft legislation" just guidance base don a tremendous amount of meticulous research
2) It will set the public tone for the process for which marijuana will beocme more manstream and so it is important to be transparent here
Anne McClennans public comments in the Globe and Mail the other day illustrate this as she talks openly to its guidance with regards to minimum age as well as driving enforcement.
Especially if the earlier reports are true about thsi report having been floated around since November 15th (coincidentally when we saw large gyrations in the industry SP) many key players in government have had plenty of time to develop a consistent public opinion about the various recommendations and as a result i cannot forsee this document not being made public record as they have said on public record (by November 30th).
Whether in public form or in some sort of press release to the general public -highlighting key information there has been too much free press and global eyes watching to balk now.
