RE:Collective AgreementsThe collective agreement was signed in August 2016. The company gave signing bonuses to the few teachers left in the schools. Victoria is down to 3 ESL teachers and 2 Special Programs teachers. When the ESL schools are closed the Hamburglar will use all of the connections he has made through the Indian scam to bump up enrolment in his pharmacy schools, whcih was his plan from the start. He can use KGIC to cover the costs that his own Pharma-farm doesn't want to cover. 

From the beginning the lplan has been to close the language part of the schools because the model of a large corporation running ESL schools is impossible to  maintain along with quality. Only small, independent companies that do not face huge overhead can actually create and deliver personalized education for ELLs.
