not to downplay something great, but you can't have penny stocks halting everytime they achieve good lab results that are part way to an end goal.  If HPQ halted everytime they met a purity milestone in the lab, then they'd be abusing the idea of trading halts.  I dont know IIROC rules inside out, but generally halts are related to big news regarding a material change to allow information to be disseminated in a fair manner to investors.  4N news is progress, but not necessarily material change per se (in my opinion).  There are more N's to be achieved in the lab, then again at pilot plant scale.

Yes yes but there is a letter of intent between HPQ and the  Taiwanese investors that makes this of material change.
