Whereas it seem part of the solution for drugs could be increased competition (in part by allowing imports, and by increasing accessibility to generics) therefore reducing drug price, the OPPOSITE approach seems to be the one chosen for addiction centers

New regulation will focus on INCREASED coverage of addiction treatment by insurers through a strenghtening of Mental Parity act. That means unlike drugs where pressure is on the producer, for mental health pressure is put on insurers
