In theory a government could invest within a portfolio the same way Obama supported the US alternative energy industry, but in practise Trudeau or Cuillard would have to deal with our Kevin Olearys and Fraser Institues screaming about how government has no business picking winners and losers, and most of the market participants (even here in micro caps) will echo this blatant hypocrisy that serves only the status quo. They might as well be screaming that the government has no business supporting the interests of its taxpayers directly or through protection of environment, or that government shal not support businesses not themselves large enough to buy political favours.
