Help me to clearify

Help me to clearifyIf GLH is waitng on WA - HB 2364 to pass.  Will GLH even qualify to own equity in BMF.  GLH is a Canadian owned company that operates in the USA.  Currents regulations call for out of state ownership to be residents of the USA.  Or will the state look at GLH as and American entity.  Can someone help clearify this.
