Fighter, keep investigating these possible false transactions.  One thing you may wish to consider is that the well license is issued to the operator of the well.  In many instances, the operator of the well may be a subsidiary of the company you are checking.  In other cases, the company you are investigating may be a non-operator but have a signicant beneficial interest in the well.
