I actually looked at it differently.

If V1 is looking at IMP as an equity play and personally I do think that V1 are positioning IMP to have a clean book to sell for a buy-out in a few years. In this scenario, does it matter if there is dilution or not ?? A buy-out is a buy-out. Every common share receives the same amount of value.
