He said there is no "telling not to lend". if you keep it in margin at my brokerage it can be lent out.

Only time I ever shorted, the brokerage called a week later to inform that they were not in the correct ratio, so said all shorts had to be covered that day but I was free to renew the short the next day. Thus it was a gigantic event when all accounts in this widely shorted stock had to be covered for a day. They would not tell clients how tight the ratio was breached, so we had no idea if it would be a risk for another call the next day, so it was a crapshoot.
