---add border tax possibility to cost of transporting oil to the US. Sounds silly I know, but the US is talking about it!
---too many obstacles remain for Keystone to get started such as: a lawsuit by TCP, environmental protestors, buy america policy, hire america policy, renegotiate parameters of previous deal, new application needed.
