The 15 cents was agreed to long ago, when share prices were.
lower. Don't compare the deal price to the share price now. Yes, this deal has dragged on too long but the shares have done decently well in the meantime, predicated on this deal passing as it was originally proposed back in the fall.
I am not sure why FIN has to remain halted until the deal is done - given how long it has taken so far, does that mean that FIN is now halted indefinitely?
If it hasn't started trading again by tomorrow at noon, at the latest, then this is a brutal event for FIN shareholders, IMO.
