Depending on how events play themselves out in the next few years, he may  think it would be prudent to have a cash infusion independent of CGN.  The idea of selling a larger stake to CGN, and thus losing more control, may not be an acceptable move in the future.

FCU has to be prepared to plan for a life beyond the original 3 year agreement.  While we hope to be bought out, no one can say with any certainity at this time if that is a realistic timeline.  If the SP reflects strength in a year or two, going to the market might be a wise move.  As an aside, I would hope if that scenario plays itself out that FCU would consider a Rights Offering as a carrot for shareholders.
