I am looking to buy a small position before close or early Monday I think.  

This is what they say specifically about raising the money: 

"The Company is currently exploring options to raise the capital and expects that the capital will be raised by the Acquirer without the issuance of securities by Mint. There is no assurance that the Company can raise the required capital at this time."

It does seem that they have a plan, which is not dillutive, but at the same time they are putting in the obligatory statements to the effect that there are no guarantees.  The intermediary in the UAE may be who they are hoping to raise funds through.  Pushing the SP up for a PP that causes less dillution is also likely one of the options. 

With the amount it has pulled back today, seems like it's worth a shot.   Not going to sink a whole lot into it but am going to take up a position.
