if block grants are enacted it would mean that the state would have to take a larger role in managing the funds received for medicaid and dispersing it in a thorough way. that could mean cuts for substance abuse treatment. i dont think it will fall apart that badly but still need to watch carefully the endgame on this.   oh and masfortuna still hasnt responded to my questions yet, that means hes a lyer and an idiot who likes to pose big and tough but dosent know what the H hes talking about. literraly contributed nothing productive to the board instead he likes to talk down the big game behind his screen. thats what i call a coward
