I hear these comments on occassion, and can't disagreee more.  FCO navigated getting the permits, persuading locals, getting the support of the Govener, bought a factory for 1M which sold for 12M, got the first set of finacing to purchase equipment and build roads, got Financial assistance in the form of Bonds, and finally secured final financing (which fell through due to the Great Recesion).

Recall, Lending evaporated, folks went bankrupt, massive unemployement, Cobalt prices imploded, and the minor sectors fell off the map.
 
Yet...  FCO survived. How? They sold their factory for 12M.
 
They did just fine. Dundee is also doing just fine.
