Every one of the licensed grow ops and those they produce for requiring pot to remain at black market prices to be profitable. In the last decade alone those prices have come down substantially (at least in Western Canada). There is also the issue of over a thousand licensed small scale ops in BC that have been grandfathered. Although they are typically smaller growers, BC rules allow for substantial over production. This is primarily so that the grower need only harvest the small percentage of the plant that has potency but it still typically results in the growers having surplus product.
 

If liberalization of the federal laws allow for individuals to cultivate every one of those industrial scale growers will soon find themselves under water as pot prices plummet . Though future bankruptcy is assured, the shares can go a lot higher as folks pour money into almost anything to escape the financial repression of artificially low-interest rates.
