just accumulation or pump-dump

just accumulation or pump-dumpnew management in 2017 and they renew a license of exploitation for another 4 years...byt results for now are not the best...if they were good it would not be at 4-5cents stock...BUT

accumulation is going on...by who? we don't know...maybe just penny flipper, maybe pump-dump, maybe long term investor or maybe some people know about a next positive NR soon????

i will wait for something more concrete before going in...even if i miss the first pop!
