I don'tthink people will be allowed to grow recreational cannabis (medical cannabis was only allowed because a person could not have access to needed medecine and not for ANY other reason, if challenged again, well maybe the anser would be different.

youth access to , let say beer, is pretty restrictive: someone sells to a kid, he looses his licence. this obviously does not prevent a brain dead parent to give alcool (or drugs like cannabis) or to allow it to be available. the system is not perfect.
I think there will be tougher penality on criminal once it is legal, and just like alcool contraband and gambling, it will simply fade from even existing.
