If it was closed it would have to be announced that it was closed. He literally could not say anything but that it was still open, otherwise he would be in breach of the rules. Only the news release can announce the pp is closed.

What he did not state is whether any shares were left to be purchased. That answer is very likely no way. I have not verified this today, but I'm convinced nevertheless based on previous knowledge of this situation.
