They just affirmed this week that legalization is happening and on track.  Words don't get any more clear and explicit than that.  At the same time, it's important to read between the lines: the basis for recreational legalization appears to be harm reduction in the context of health and safety.   The implication is that it will be a highly-regulated market.  In light of this, it would not make sense for illegal activity to spread before a brand new industry is even born.  The implication of the raids appears to be a signal that they're closer to being ready.  In other words, they are cleaning up.
