I think he's saying that if NMX can scale up their hydroxide production, they will want to sell more of the lucrative hydroxide rather than ramp up their carbonate production. Implying I guess that FMC can't count on NMX to deliver the full amount of carbonate that they are seeking.
I don't know if that if that is case or not. But based on previous comments from him I believe Joe is being critical of FMC here, not NMX. He's a fan of NMX as far as I can tell.
