You are right ... talk is cheap.  When billions of dollars, not just millions, are at stake then it is better to take lots of time to make sure it will succeed.  Shell makes Ultra-low Sulphur Fuel Oil (0.1%) but can they get it down to 0.05%?  Even if they could, I suspect the Genoil process would have the cost advantage.
