I'm pretty sure it refers to the two drugs (RVX-208 and rosuvastatin) being administered together in the same pill (i.e. a fixed dose of each drug in single capsule), or as two separate pills (i.e. one pill RVX-208 the other rosuvastatin).

The patent entitled "COMPOSITIONS AND THERAPEUTIC METHODS FOR ACCELERATED PLAQUE REGRESSION" suggests this in several places.
