I could be wrong but my understanding is that they aren't. India (via MMTC) is buying the potash with Encanto acting as the middle man between the supplier and India, and in that role they are taking a fee. MMTC asked Encanto for quotes, so they have to get a price from a third party that they can put in a quote to MMTC and presumably if all parties are happy with the prices, MMTC will make the purchase based on that quote.
