Knowing this, it then makes me wonder if in the process of pre-marketing the IPO if a major player said we are interesting in buying the whole thing, but this deal is too small. Can you make it bigger?

What did Shell sell their Athabasca Oil Sands Project for? Something like $8.5 Billion about two weeks ago. I am going guess that they have a small piece of cash burning a hole in their pocket, or they have a project in mind.

This leads to this ARC?UGR/PPY deal, that some find problems with.

I don't see that at all. I see it as a pound the table, screaming buy.
