If memory serves the EPA calls for a gradual ramp up to 15000 tons/yr by year 7 and a mine life of 27yrs where approx 10% of the resource is exhausted. In the latest interview Don Baxter stated these estimates are low and he expects Alabama will exceed these projections. The resource contains 3 - 4 million tons of graphite? They have the graphite to supply large battery producers it just a question of how much of the resource they are going to use.
