This quote I found somewhere onon the web summarizes it pretty well, "A primary offering is where a company sells new shares to investors, while a secondary offering allows certain shareholders to offer their shares to other investors. IPOs often include both a primary offering by the company and a much smaller secondary offering by major shareholders who want to liquidate some of their holdings."

For a few days, the market will be artificially suppressed because ENB is selling a large block of ENF shares at a small discount to the market. It does not seem like ENF is issuing new shares at this point directly.

As a side topic, ENF may issue new shares in the medium term (probably, 2018 or later) to achieve the ratio where ENB owns 80% of ENF. Hopefully, this is gradual and shareholder equity does not decrease overtime.

I think the yeild is the key at this point. A 6% plus yeild and a stable cashflow from an owner of low-risk stable energy assets sounds pretty attractive in this enviroment :) The long-term ROI is decent.
