UC Mill fully permittedaccourding to this PR... its fully permitted. Wonder how long it would take to get up and running, and also how much $$ it will take. ECS states their Plant cost $65 mil... As Antoine mentions if they will look for a partner. Other posters here, or other articles , stated it takes 10 years to get permitted. And the ECS Idaho project (ICP) articles states a long time to get a Mill going. The ICP has been in the works for years, and still 18 months away (i think). IF, CSK can lock down the LOI, and take a year to re start it,,, they will be the first in NA, as Antoine stated. Since its fully permitted already, the hard work is mostly done.
