RE:RE:RE:RE:Implied Market ValueAt HaroldCanada, great question!  That depends on if there are competing unsolicited bidders and the results of a mandatory formal independent valuation process.  The shareholders would then vote on a final amount.
IMO, considering that the "Mystery" investor is willing to commit up to 89,5$ million for a certain percentage of the pie, why not just but the whole pie for that amount?  There are 95 million shares outstanding, so .95 cents would be a great starting point.  
The point I have been trying to make is that a JV partner announcement could bring many more times the buyout price because now your real value is based on an implied market valuation.  JV = $$$
