Suggest you go to the exactEarth web-site and spend a little time on educating yourself about the differences between people offering, or proposing to offer AIS services. Revisit rate is only a part of the equation. The primary claim of the exactEarth folks is that they carry out the analysis of the data in a very different way from the others. The others put the "de-collison" electronics processors and software on the spacecraft. This is an inferior technology to the exactEarth solution, which uses thier long history of excellent rf detection and transmission to send all of the RF data to the ground and process it on powerful ground based data centres, using patented algorithms. Not only does this provide much more reliable, accurate data, but it allows for easier upgrades later in the life of the system. The other main competitive advantage of exactEarth is their, now multiyear, traffic history and their multiyear experience of analysing the data and providing the user-friendly data maps and data sets that the users require. Launching a cheap AIS on board processor into space and saying "we provide the same service as exactEarth" would be the equivalent of someone launching a social media web-site from GoDaddy and saying "we provide the same service as Facebook". Well, not quite, but I think you get my drift.
