First, you should determine where you intend to use the water (“the place of use”) and how you will use the water (“the beneficial uses”). These two factors will largely determine the area in which a suitable right may be purchased and how large an interest in a right you will need. Specific policy guidelines for different areas in the state are available.
That is taken strait from the Government of Utah page reguarding water rights and uses. And some people on here and CEO.CA are saying they don't need water rights. People need to check this stuff out for themselves.
