It could be what has been holding up the joint venture is the resolution of the credit card funding issues that Pace Credit Union is suing for.  This would certainly explain the delay. Though the recent PP is not enough, I suspect management thought it would buy them some time. As long as Pace lawyers can't get a judge to seize the PP  funds (I don't think they can) then the company has time but I don't see the JV closing anytime soon. Just my opinion.
