River barges like in Europe would not need to be unloaded in Attawapiskat as you could order them sea worthy to travel to Moosonee. Protected by the Island off the coast, shallow water, prevailing westerly winds.
It is true that an additional step is required in Moosonee. Off loading onto railway cars.
I did not know that the ONR railway line requires upgrading to make it carry heavy loads.
