As a relative newb, can I ask a) how to find short information on any given stock, and b) what is the consensus of what is happening here?

Is this report only compiled twice a month, or are these numbers from specific days, which happen to be at the beginning and middle of each month?

I know this isn't the place to learn about such things, but I'd love to hear what people think is driving this? People just making money while everything is in limbo waiting for the next big news item?
