Can anyone help me out with this...?

Can anyone help me out with this...?Why did EUO's SP shoot up from 0.05 to 0.17 in 2015 and why has it been trading in the .12-.20 range for so long? And I'm not bashing here, I'm just wondering what the initial reason was for it to shoot up so quickly as for as far as I know this company never really had anything going for it to see such SP levels and sharp SP appreciations.
