Mexican Contract

Mexican Contract Anyone please correct me if I am wrong. If the Mexican contract was indeed collapsed adk would have to announce that South would it safe to assume that they are negotiating #'s to complete long term contract. This would explane delay in pr as the final details have not been or are being hashed out as I type this Time to shine
