This article dates back to Obama times which makes it largely irrelevant. Aside from that, Duterte likes being ring master of his Russia, China, US three ring circus.

This contract will not be awarded based on customary commercial merits nor should one bank on Duterte’s “flag in the wind” foreign policy. With the Philippines being #40 on the list of the most corrupt countries, this contract will go to the company most skilled in “looking after the right people”.
