If your "logical" assumption is correct it hardly matters if a PP is the route as the increased value of the company will far exceed the value of the PP shares if they go that route. The original point is that entering a market 10x the size of Canada is a very valuable deal to CNZ and will add immense shareholder value. A 3 day halt would be a nice way to bring in the the deal.
