Distinguish short-position and short-traded-volume

Distinguish short-position and short-traded-volumeI was confused by these two before, however, after double check and called stockwatch etc.  I noticed that -
The data in Stockwatch.com is SHORT POSITION - that is after all of the tradings (short and short cover), what is left as the FINAL POSITION.  On stockwatch (they  said the number is always from TSX) was :
Short Positions for SJL
Symbol Report Date Volume Change Shares Issued % Float
V : SJL 2017-05-31 9,200 -622,100 216,170,130 0.00
V : SJL 2017-05-15 631,300 -1,778,500 215,020,130 0.29
V : SJL 2017-04-30 2,409,800 1,777,500 190,818,160 1.26
V : SJL 2017-04-15 632,300 340,900 190,818,160 0.33

On the other hand, the data from Shortdata.ca is SHORT TRADED VOLUME, i.e. it is trading (may contain both short and short cover, or just short trade without counting short cover, I am not sure.)  Anyway IT IS DEFINITELY NOT THE FINAL POSITION.  The data from shortdata.ca is as following:
