RE:Scam or RealI think, that Delta is/was ready and some hickup happened. VP did not have the necessary funds to play the waiting game and had to lay off employees. There were not many people left except Ivan. Problem is you can't get a license without staff because of security clearances etc.
After this door of opportunity had closed, their last straw was to expand into the US. They spent 2016 / 2017 to building out their op in Washington, that got licensed and is producing. 

As always, do your own DD. I'd rather liked to see them fund their expansion from revenue, but a dilution is still better than a default. I'm long and also in the red, but I hope that this PP will speed up the expansion and the value added may reduce the negative impact of the expected dilution.
