As has been mentioned before, the second set of forms, if voted, would override the first vote.  Whether the first set voted was yellow or blue.  The is no risk of a double dip.  This is the same process that has happened in any previous contested vote over the past umpteen years.  There is a yellow and there is a blue.  Often times both sides mail out mutliple forms.  Maybe the idea is to confuse people, but more probable than not, the reason is to give people a chance to change their vote after they have already voted or replace forms that may have been thrown out without a vote.
