Why isn't this worth a minimum of 18.65?

Why isn't this worth a minimum of 18.65?Bought in today to get the 8.33 cents dividend.

Also, since we have the option of getting 18.65 cash or 0.4287 Pembina shares, I don't understand why it's not trading for an $18.65 minimum?  Isn't the deal firm?  Someone please explain.  What am I missing?
