IMHO, the ACMPR is the most critical material change, especially at stage 5,6,7. Market may response to that change dramatically.  Hence the halt is necessary to prevent any leaking, illegal trading, and market disturbance. Also to warrant a fair market.
On the other hand, Change Of Business (COB) is an official procedure after that marterial change. It is important, but in some cases, it is not the most critical and urgent.
That is why Jag Bal wrote: "Umbral will consider a COB as soon as we are issued an LP from Health Canada. We have discussed our intentions with the CSE and they are  on side with our plans. " when he responsed (June/26) to my e-mail (See my previous post.)
