I believe that there are always multiple factors at work, some with more weight than others.  Here's my tentative list:

1.  There are people waiting on the sidelines to see if the pilot plant works.  The pilot plant testing is everything, lab scale testings is only good for proof of concept, not proof of business plan.

2.  Investors are waiting to see how funding will unfold.  Bernard himself (last interview) spoke of investors wondering if they should be buying at market, whether govnerment funding is coming, or whether they will have a chance at a private placement....

3.  Macro factors.  TSX is turning downwards, Venture exchange is downtrending, gold stocks are down from highs.  I've found that the ups and downs of HPQ, while influenced by news releases, have also certainly mirrored the charts of small cap mining companies on the TSX venture at large.  HPQ to some extent is caught up in the tide of greater forces.  When HPQ hit 30 cents, it wasn't coincidence that several other small cap mining stocks on the venture were also exploding.  Macro conditions were ripe.  No one here ever seems looks outside of HPQ's individual chart.  

4. It's summer.

5. Project schedule.  People know they have time before the biggest catalysts arrive.  PYR is my example here.  Just months away from 3D powder machines coming online, the stock dipped as low as 16 cents.  People knew these 3D machines would be a success, but the stock didn't take off until hot commissioning, samples, and orders started coming in.  Im thinking HPQ may experience something similar - boring until pilot ramps up.

I think with government money and pilot commissioning will breathe new life.  Cheers.

Number 2 could have been prevented in my opinion only. There are third party entities that translate documentation, and in a very timely manner. Given the situation bernard was experiencing, this would have been a very good option and probably would not have raised issues among share holders with the added cost.
