why is it being kept within a tight range???

why is it being kept within a tight range???Had it not been for the huge bids at 10.5, 11 and 11.5 cent range this would have fallen back to the 10 cent range. Similarly the hugs asks parked at 13 and 13.5 cent range wont allow this to break free anytime soon..... this is manipulation at its best...... dont get me wrong..... i am all for parking huge bids to stop share price from falling.....but why hold it back....... any insights?????
