balance sheet question

balance sheet question
Guys, any comments on the balance sheet regarding short term assets versus liabilities?
Specifically on the last set of financial statements short term liabilities were: bank debt of $17.7M, A/P $14.2M, current portion of l-t debt $9.2M. On the asset side considerable A/R of $29M but no cash. Does the company need to raise cash? Potential for an equity offering? or do they have other plans?
