Waht is driving price uptick?

Waht is driving price uptick?Went back many pages and just read a bunch of bickering?  I see that SHP is going to try to complete the well and produce enough to get a determination that a significant discovery has been amde.  Is that the driver?  Where is money going to come from to complete?
